Fake Quantum X (Pro) ITTF number?

Hi all! The ittf official site calims that with the name Quantum X Pro, the registered rubber number is 74-039, and the one "Pro" (within pro package) i ordered (Europe) has number of 74-031, which belongs to Quantum X, a previous rubber series of tibhar. Do you think they resell the old topsheets? Why not every "Pro" rubber got the same number?

ITTF President full ignoramity about rubber materials. Ittf certainly needs a better inspectorials with rubber control, EQC unworkable assemble, sheer dark of rubber materials.
