Glumped glue on rubber

Hi, I've got a small problem, my glue glumped little bit on my rubber. WHat should I do? Remove it somehow and reglue that? Should I just put that on blade? What are you doing in these scenarios?

What do you mean by glumped? Is this during gluing? Do you know the standard way of gluing table tennis rubbers to the blade? There is not enough information to go on.
