It won't solve your problem.
Hard version of commercial H3 NEO using booster will certainly be a bit faster.
Please note that H3 is a rubber suitable for playing closer to the table.

I have both commercial, provincial H3N blue sponge, and the Nittaku H3N, all in 39 degree. The provincial one is a little softer, however, not in a good way. It's softer but not bouncier as if it is soaked with water, and so even slower than the commercial one. The Nittaku one is the hardest, but somehow the fastest. After boost with 3 layers of the moon oil, the comparison stays the same, and they are all still noticeably slower than T05. Playing against a 50:50 club member, it did not matter if he or I boosted them or not.

Provincial is a big hype. Don't waste your money.
