Back in the 90s everyone used the arm to help block the view of the ball while serving. Then they made the rule that nothing should get in between the ball and the view of the receiver. So, now people need to move their arm out of the way after tossing.

The ball goes out of view behind his whole body. So it is does not adhere to that rule. But it is fun.
