NON RUBBER SPONGE. IS IT POSSIBLE ?

Some weird materials are now used by LION anti rubbers giving enormous damping effect on the ball. The novelty sponge is feeling solid, rigid and non elastic. It is rather a plastic material for all given evidence. We strongly suspect legality of this material. We strongly suggest the material should be re-tested by ITTF comissioned laboratory.

I am not argumentative here but wonder if it is really mandatory to be rubber ??????
