Everyone has their own method. I place the rubber on and do not roll it. I don't worry if I place it on firmly. I just place it on and cut. Then I press it to make sure the rubber really stuck. Then I pull it off and glue it again and this time, once it has been cut, I roll it and it ends up a bit larger then the blade and shrinks back to size.
