Finally a thread. I've read about it. 2Q Blade, developed by QLOP, a startup in Tsukuba, Ibaraki Prefecture, Japan.

That looks awkward and about certain to scalp your blade.
If you're looking for an easy cut and a clean finish then the 'ring blade' and clamp from the press cutter setup is all you need.
Use the little rolling pin provided or press it by hand between two chopping boards.
Takes 2 minutes and only €20.

It specifically says that it won't damage the blade, but we'll have to see, I think it looks nice, if you're putting together a bunch of setups for your club or whatever. I never liked scalpels and cutting mats, always thought I'd end up stabbing myself in the face somehow.

I've had a go with it now.

Firstly, although it comes in a nice case with 3 spare blades, the instructions are only in Japanese, but there is a video on the QLOP site which shows how to use it.

It is quicker and easier to use than a craft knife or scapel as it doesn't require a cutting mat, but the result is much the same, fairly neat, but there were a couple of bits I had to tidy up.

I wouldn't say it was impossible to scalp the blade, but you would have to hold it at an angle to do so.

It is basically a neat and comfortable way to hold a razor blade with rollers to help guide the cut.

It is far from a game changer, and I can't say it is very good value, but it is a good solution if you need to cut a rubber when you don't have access to a cutting board, as the result is neater than scissors.

Does this fit oversized (defensive) blades?

They all have their pros and cons. I like the look of the QLOP but it's expensive. Even the bowknife cut can be messed up if you don't get the angle right. A good old craft knife is still #1 for me.

I don't see how head size should have any impact on how this works. Should be universal.

It looks really handy, but $99 USD for a mechanical instrument made of plastic and a razor blade is asking too much. I respect the design thought that went into it, but with no digital/electronic components a Chinese factory could spit these out for pennies, and if they aren't, someone will soon. I'd buy one from Victas (or QLOP directly) for $20 or so, but otherwise I'll wait for the $5 AliExpress version...
