Doesn't dima use more variations than timo? I can't see the different spins he uses but dima will use BH serve, tomahawk and regular pendulum serve while timo basically just uses pendulum and reverse pendulum.

Of course timo can generate a wide variety of different spins from that but it looks like dima uses more types of serves.

Dima obviously uses broader variety of serves, but I read(and see) a lot about the amount of deception in Timo's serve

I think in both players highest peak, CNT did comment more on Dima and how good his serves are - including showing you exactly what he is serving.

So based on that, I would rank Dima higher than Boll.

For me it's Dima. I think in general people have more trouble with his serves than with Timo's. More specifically with the deceptive amount of spin that he can put on his serves, the variety that he can bring to the table and his placement.

But I think Timo is better at hiding top/back spin of his serves cause I see people pushing and popping up his backspin serves more than Dima's.

Dima has much nastier placements and spin variations on his serves. At his peak he would destroy everyone with his BH sidetopspin short serve which cannot be pushed short, and he would just be waiting to powerloop the long returns.
