That pattern is commonly called "fish scales". It's a kind of figuring that might appear when the koto plank is quartersawn and is completely normal, although relatively rare.
It does not affect the performance/characteristics of the wood itself.
Many people find it attractive and/or desirable: some are even willing to spend more for that kind of figuring.

Just a small warning from my own personal experience with a 75 Inner with that sort of fishscale pattern. I didn't seal the blade thinking the hardness of koto would keep me safe. But it splintered very slightly on my first rubber change. The splintering happened along the vertical axis or the grain.

I'd recommend you seal the blade or at least be very careful to pull rubber completely perpendicular to the grain.

I have four Fextra 5 blades (koto outer). Three of them have the same scaly look as your 75 inner.
I would highly suggest sealing it

Those are medullary rays that become exposed when a log is cut in certain ways.

Because it's made in China by a Chinese brand and produced primarily for that market, which is why they cut the log that way in the first place.
