It looks to me Harimoto wanted to save energy at first but Mende had a different idea.

The TO for Harimoto at 9:9 from 7:9 of G2 was rather crucial. Not that many good TOs by her dad in the past.
The one for Mende at 5:6 from 5:3 of G4 was effective but didn't avert the inevitable.
