This looks like old cause I did lots of things on this but nothing succeed to make it spin again.
Tried dishwashing soap, wd40, baking soda. And try to wipe hard with cloth.
The arrow part, have stain which I think because of droplets of booster. Or maybe a cheap rubber cleaner.. 🥲😪

This is the reason. Some of those things you did to make the topsheet not look so bad, ruined the topsheet.
A little booster accidentally put on the topsheet is not great. But it is nowhere near as bad as putting detergent or baking soda on the topsheet. Dish detergent causes the rubber molecules to oxidize which makes them less stretchy and less grippy. Baking soda also cause damage to the rubber molecules. Wiping hard with a cloth will damage the surface of the topsheet. You should not have done any of those things. Any of them separately are as bad or worse than accidentally putting a little booster oil on your topsheet. Add all of those things together, and it is time for a new sheet of H3. You cannot blame the rubber if you did all those things to the topsheet. Without doing those things, the rubber would be fine.
WD40 is the only thing on that list that is not super bad for the topsheet. It is just a little bad, but can have good effects short term.
Based on those things you put on the topsheet, you should own the issue, throw the rubber away and get a new sheet. It is not the rubber's fault you put so many things you should not have put on it.
But when you use H3, putting a protective sheet over it when you are not using it, actually helps the topsheet become more grippy, more sticky, more tacky. So, whatever else you do, if you use H3, but a plain plastic sheet (not a sticky sheet) on the topsheet when you are not playing.
If you put a tiny amount of baby oil or WD40 on that messed up sheet and put a plastic covering sheet on top of it and put it away for a month or two, the grip might come back. But you would have to leave it like that for quite a while. And it also might not work based on all the crazy things you put on the topsheet already.
All you need when you clean your rubber is a sponge that is slightly damp with plain water. I just put the water on my hand and clean my rubbers. Then you can make sure it is only a small amount of water. But a sponge works fine as well. You don't want to get the wood wet though. TT rubber cleaners are a gimmick. You don't need them. If you like them, that is fine. But they don't really do more than a little water on your hand or on a sponge.
