    No, not at all. The thin surface layer doesn't affect the frequency as much as the stiffness of the overall structure. So you can have 1500Hz with a Limba/Limba/... blade (like Ma Long's blade) or 1200Hz with Koto top (like a Yinhe E1 with Koto/Spruce/..).
