    @passifid is right, that looks like a gouge, and it's on the side of the handle, you would have felt that piece came off when holding the blade while playing. So I think that you didn't check the blade carefully when buying it second hand, and after a while you saw it and thought it "broke".

I have a few friends who plays table tennis that's from China, they all use the big brands, DHS, Butterfly, Nittaku, TSP/Victas, etc. So from the limited data I have, I'd say people who are serious about playing don't use them? 😂
