Because you don't push the racket in the direction you want the ball to go. You just hold your racket there and hope for the best. If you consistently make a movement towards where you want the ball to go the problem goes away.

The key to handling heavy topspin is to be above the ball and take it early. Come around the side if it helps. People who always drop their paddles struggle to handle heavy topspin.
