If you're a pro a fast hybrid or boosted h3
If you're a mega good amateur something soft and spinny like t05
If you're anything else, whatever because it's not really relevant.

I'm mediocre but can flick sometimes if I'm lucky. But I note that my luck goes up with softer rubbers. My favourite was JP03 because it was very forgiving as it's got decent spin great dwell and wasn't fast. My most hated is t05 because I can't control it well enough when in a flick and my luck is less often

Pretty much any mainstream rubber can do it. Hurricane, Fastarc, Rakza, Rasanter, Bluefire, MX-P, Tacky Hybrid... It doesnt matter, they can all do it.

What matters is the ability to extend your contact time over the table, so you can grab the ball properly before it drops down into the net. A softer rubber can make that a bit easier then harder rubbers.

Also footwork and positioning is important. If you are not in position by the time the ball has bounced on your half, and still commit to the flick, it will end in the net for sure.

What's the best rubber for a backhand flip/flick?
There isn't one best, if there was then every pro would be using the same rubber.
There's only what people prefer and can handle and there's no point buying a rubber you can flick like monster with if you can't play short or controlled game with it or if it doesn't give enough to your loops or drives- there's always a trade off.

D09c is awesome for short game and flicks but to loop and drive properly with it you need enormous power on BH.

T05 and T19, Great for flicks, loops, drives, tricky in the short game though and requires lots of practice to master that way.
For people who are unsure and who have to ask because they haven't tried enough rubbers I always recommend R7.
It's very good at everything and relatively easy to play with
