ITTF URC has now came out with an updated FAC For Umpires to clarify some knotty points in competetive play.
We have had some expert opinions from our domestic umpires and this is our summary opinion on the ITTF URC ruling 2.7
-- We do find that the ITTF URC present ruling 2.7 doesn't agree with the Law 3.2.1.3 and should be reconsidered in accordance to the Law actual requirements.

ARGUMENTATION:
It was found during our domestic competitions that some players using non-rubber materials as sponge underlayer for racket coverings. Eg. EVA plastics are now widely used as a damping material for the blocking style game. EVA is a prohibited material under ITTF technical regulations T4, for lack of stretching elasticity and for durable local
deformations on rubber surface upon ball impact.
It is impossible for umpire to know if non-rubber materials (plastics, etc) are incorporated to the racket coverings that players are about to use in play. This is the very serious argument for all competitive players must solely use sandwich covering as it comes out of wrapper, without any modifications, which is to ensure that the sponge is well conforming to all ITTF standards. No modifications on original combination topsheet + sponge are permissible. Likewise, player may not compose his/ her own self-made combination using an ITTF approved topsheet and no-name casual sponge.
