If it comes out of the factory with the ITTF registration # it is legal. If you boost yourself it is supposed to not be legal. But sooooo many pros do it. For example, Skyline 3 Neo is a factory tuned rubber and it is perfectly legal.

The table tennis manufacturers do not sell rubbers that are against the rules. When they develop a new rubber, they must wait for ITTF approval and registration before they are allowed to sell it.

Is it illegal to be required to pay taxes on tea and other items blindly without representation? We had a war over that kind of stuff.

Is it illegal to shoot an armed intruder inside your house? Don't know, but I would rather worry about that stuff after intruder is blown away to smithereens.
