Has any Chinese become better player outside china?

For example the Harimotos, would they be better players if they grew up in china? Maybe they would not even get a chance to play for the national team, or burned out mentally, who knows?

Is there any example of a Chinese that improved their level when they got a team of coaches from another country?

many who left the chinese system did pretty well
especially those who ended up in Singapore and beat CNT players in the world stages.

Li Jiawei, Feng Tengwei to name a few

other than Singapore, Kou Lei for example I think also did very well to reach 20 in the world ranking.

How ever, I'm not sure if your question is asked if they are still of "youth age".

The Harimoto siblings were born in Japan (still Chinese nationals before 2014), so it's hard to tell, but many Tieba users have also wondered and the consensus is that they wouldn't have gotten so many chances and achieved this much at their current age.

Many former CNT members never got the chance to represent CHN (let alone provincial players who never made the CNT), so for those of them things definitely got better. For example, Li Ching and Ko Lai Chak, Olympic silver medalists in MD at Athens 2004 and Asian Games gold medalists in MD at Doha 2006, with Ma Lin/Chen Qi as the final opponents in both, have always said they wouldn't even have gotten the chance to get those results and were grateful they moved to HKG and had a "second spring", with the help of Chan Kong Wah, the former headcoach/manager of HKG (see 1st video below). Li Ching, also Asian Games bronze medalist in MS at Doha 2006, said in an interview after Tokyo 2020 that he met two prodigies - KLH and LGL and he truly believes that they were better than him (see 2nd video).

Another example is Tie Yana, who I believe never made the CNT. She beat Guo Yue in the final at WTTC 2006.

After reading OP again, I think OP's question is not asked correctly.
we are busy listing players that never had opportunity to shine, due to the CNT system (some can't even get in) and then when allowed to represent another country, they can shine.

I think OP is asking about coaching, hence I was wondering if OP is talking about youth players, who left china while very young and become better than what they could of been, if they stayed in China (with the aid of foreign coaches).

technically speaking, of famous ones we know, the only ones who leave "young" and relied solely on non China based coaching system, would be the Harimotos.... (they left while unborn lol)

everyone else develop to a high level in China, and left for better oppurtunities to shine, but not left for better developments per se.

So, I'm not sure if this is what OP is asking.

Miao Miao left very young, but didn't really become a top player.

Chen Jing failed to make the CNT and went to Taiwan in 1991. She then won silver in the 1996 Summer Olympics and bronze at the 2000 Summer Olympics Not sure who many Chinese players she beat along the way. Regardless, CNT was probably very upset as well.

And He Zhili has lost everything because of revenge and ultimately returned to mainland China.

Chen Jing was on the CNT and part of the podium sweep trio in WS at Seoul 1988. Besides her, 焦志敏/Jiao Zhimin went to KOR and 李惠芬/Li Huifen went to HKG (and became a coach and brought up homegrown players such as Lee Ho Ching, Doo Hoi Kem et al.)

CNT was not upset at Chen Jing for playing for TPE. 肖戰/Xiao Zhan, the boldie coach (full of hair back then), was his boyfriend and actually went over to help her train. Chen Jing revealed how CHN even prepared the flag and anthem for TPE in case of a podium finish.
