For me, passive blocking is when you are not really adding much spin or speed while you are blocking. You are simply using your opponent's shot's speed and spin to return the ball. So your stroke will be short and less forward.

Active blocking is kind of the opposite, you will add a bit of your own speed and/or spin to the ball while you are blocking. This means your stroke will be slightly larger and more forwards and you might add a bit of spin to the ball as well.
