Just broke my blade again :(, is this legal to use? I kept the piece that fell out, can i just glue it?

Quick fix (what I would do): Bend/press top ply down to make the surface even, put a bit super glue on the dent (from the center ply), let it dry. If necessary glue back in the piece of wood or use wood dust and super glue to fill the dent in the top ply and sand down (400 or 600 grit) to get an even surface.
All my blades in use have some sort of fix like this ;)

To the best of my knowledge there are no restrictions for blades in table tennis.
Naturally there are restrictions and one of them relates to the flatness of the blade.

Others have already made suggestions how to fix the little damage so all I feel like saying is that after the glue has dried block-sand the the spot that has been repaired.
I would use 280 or 320 grit lightly.
