Which Loki/some other brand would you recommend me for a beginner? Better to avoid hard tacky rubbers?

AK47 blue! RX3 pro?
Loki doesn't really make soft rubbers.

You can find medium to softer rubbers from Palio (AK47 yellow and blue) or Yinhe (softer variants of Moon, etc.)

I vote for exactly the opposite, go for hard semi tacky rubbers. They will give you the feel for the ball and teach you to make accurate shots.
Soft rubbers will "diffuse the feel."
So i recommend Rxton 5

Which one would you recommend me up to 20€ per sheet?

With regard to the blade I'll get any Fextra 5/7 ply/ Sanwei V5 pro or Sanwei Inner 75...
I have only tried Moon 12 Blue. M- is 45d sponge and M+ is 48d.

The M+ takes some effort to activate the sponge in comparison. If you're used to soft tensor feel, then I'd get M- and expect it to be slow. But it's got good control so you can learn to make your strokes more powerful as you gain confidence with it.
