This official warning by ITTF is still in force. ITTF M4 Technical Manual states as follows

📛 BRAND OWNER RESPONSIBILITY
Brands that produce, market, sell, or are otherwise associated with illegal substances and treatments may not apply for authorisation of any racket covering. Their equipment will not be permitted to appear on the LARC and may not use the ITTF logo.

-- Yes, we have decided to divulge the fact of distributing illegal products, and we feel incumbent to forward the proper information to a relevant ITTF Committee, with the ultimate view to enforce fair play on the market worldwide.
LOKI deserves a good lesson, we believe.

And ITTF rule 2.4.7 states that "The racket covering shall be used without any physical, chemical or other treatment."
Therefore all brands that sell some stuff for cleaning or refreshing rubbers which is - according to the rule - illegal should have been removed from the LARC.

Most western legal systems have something similar. What are illegal substances and treatments? The WADA provides an official list of prohibited substances and treatments https://www.wada-ama.org/en/prohibited-list
ITTF relies on arbitrariness.

Butterfly? Known to provide top players with rubbers that barely resemble general market versions besides having the same name and ITTF number and known for rubbers that react very well to "illegal substances and treatments".
Tibhar? Evolution rubbers are know for their specific smell.

In other words: The LARC should be empty.
