Check Yosua's link ;) In short, the reason is that the production of the material for the current ball (celluloid) seems to be bad for the environment or the health of employers, something like that. For that reason it is produced less and less. In many countries it is not allowed to produce celluloid. I believe the only application for it at the moment is guitar picks and tt balls. The production will be practically over at some point, so a new material to make tt balls had to be found.
More about celluloid here. It seems it is kinda old-fashioned to use celluloid for whatever you produce :p Sounds like a bad material when you read that page xD
