There was a recent Bilibili video of 4 pretty high level players doing a blind test of commercial, provincial, and national H3's, and the results were interesting. The rubbers were each boosted with 1 layer of Haifu Black. All 4 of them thought the provincial was the worst, and marked it as commercial. Then only 2 out of the 4 rated the national higher than the commercial, so essentially a coin toss there.
I think there's an actual real explanation for that beyond just "players are stupid and can't tell rubbers from eachother" which may be true in some ways but is a bit reductive.
The last Commercial non-NEO sheet I bought measured like 43 hardness equivalent and had immense spin capabilities in strong shots due to that. It spins just as well as my 41 Provincial, if not more in the real cracking shots.
In general, Provincial measures the softest. Probably the way they make the topsheet makes it softer than the other versions. It's not impossible it might be worse in some situations.
If you have high level players who swing very hard and sink deep into the sponge, and you put a super duper mega hard Commercial sheet on their blade, they might actually rate it higher than a reasonable stiffness National sheet, at least in a controlled scenario like FH loop vs block at one point. I bet their impressions could change if they play with both in real tournament matches for a while, though. I found after a while of using that Commercial sheet that while it was easy to play with and the top-end quality was immense, it's harder to get speed with it when off balance and it tends to just kinda die, while my Provincial doesn't do it as often.
