Yeah i dont think he serves over the table, the bigger issue is the ball disappearing behind his head on the way down which obscures a lot of information from the receiver, and is against the rules (ball must be visible the entire way from toss to contact). But anyway, everyone serves like that these days even in the pro circuit and there are a lot more blatant offenders which I wont name.
