Table Tennis - from Amateur Sport to Pro Sport

Table Tennis is mostly an amateur sport in most countries. Meaning one does not earn money playing table tennis but rather need to pay to play (even if you have world top players, but no income = amateur sport)
Some places it is semi pro, where expenses (travel, accomdation) are covered and you can break even or making have some small income from the sport.
Professional will refer to a full income off table tennis.

So I would like to ask, what is needed for table tennis go from amateur sport to pro sport?
In the countries that have table tennis as professional sport already, what was the step and "success stories" for it to make this shift?

I am not refering to some individual player who is sponsored by the gov and or paid by a foriegn club and playing overseas.
I'm refering to the country or city as it is, and TT league/environment shifted from amateur to pro standard.
