What can be a good BH rubber pairing with H3 NEO FH?

For BH use you can try DHS Hurricane 3 Neo Ma Long FH 42. It's pretty cheap and easy to use, good for beginners. Although it says FH but for FH this might be too soft so a good deal for BH. If you'll not like it I could buy it from you for a good price at 20$😁

You have to take your blade's hardness into consideration. On hard blades a softer rubber might be better. for a beginner I suggest try a soft rubber like Rakza 7 soft, then you can upgrade to a harder rubber as you advance. For me I use a medium hard rubber on BH (Moon 12 Blue H-) for balance between blocking/attacking.

H3 37 / H8 IMO it's not suitable for beginners. you can feel that it's easy to create topspin, but playing in a match is another story
