That's where the conspiracy theories come in. Some people suspected the ITTF and the major manufacturers were in collusion.

New Materials for Blades
The preparatory phase for the research is nearly finished. Together with the manufacturers,blades and rubbers to be used have been determined. A call for “new” blades has been launched: they shall be made completely or partly of new materials, or of different design using similar layers as in the actual rackets.
