Im not sure how this works exactly,and so I want some clarifying.The best 2 teams in the second division get promoted to championship divison,so does this mean that the 2 teams that came out last get dropped of championship division?Or does the number of teams in the championship division keep increasing?

2 promote - guarantee spot in "upper division"
2 demote - only in Championship division
All other division are based on world team rankings - except for the 2 that is promoted that are guarateed a spot in the "upper division"

Also see the new 96 teams for Malaysia 2016, and the direct qualification and continential qualification method:

The 96 teams will qualify as follows:
• 48 teams from the previous World Team Championships results (top 44 teams at the 2014 World Team Table Tennis Championships + top 2 of the 3rd Division + top 2 of the 4th Division)
• 42 teams through Continental Championships qualification results (7 Africa, 12 Asia, 12 Europe, 7 Latin America, 1 North America, 3 Oceania)
• 1 Host nation, if not already qualified
• 5 or more through the ITTF World Team Ranking to fill all remaining places
