Try asking every club. It took me a year two find two clubs in Kraków that allow recreational players to train with kids. This is common practice in TT. One of the players from the European north does the same.
I think that the issue is rather shipping. If you buy pair of 40€ rubbers it is likely it will ship for free. But ordering only an edge tape, then paying 10€ for shipping... Also it might be an issue of I want to fix it with what I have on hand.

I don't think that Vega Eu is bad. It does its work. I would just clean the rubber every know and then. These shits are mostly useful for tacky rubbers.
