A question for ITTF rule 'geeks' and blade makers...

ITTF rule 2.04.02 states that "At least 85% of the blade by thickness shall be of natural wood...".

Can anyone confirm what exactly is meant by natural wood? My understanding is that stabilised wood wouldn't be considered as natural wood, but what about if you're using untreated wood but are gluing-up the wood plies with a glue that will impregnate the wood itself, meaning that when the glue cures within the wood (as opposed to merely in between the wood layers) it will for all practical purposes stabilise the wood. Is the difference here simply that stabilised wood is stabilised prior to construction of the blade, whereas in the latter case the wood takes on the properties of stabilised wood during the construction of the blade itself?

I ask this question as a novice blade maker wanting to make sure my blades stay on the right side of the rules.
