I believe the issue is that table tennis is a sport that revolves around serve and serve return. But this can also be an issue for growth of the sport and spectators. I believe that the governing bodies would be correct in trying regulate the impact that any single aspect of the game has on the overall bigger picture.

ONE MORE ADVICE ON FOUL SERVING.

"What is to be done when no umpire is there ??"

Just proceed as described underneath :
💥 a vexed player should address a claim directly to the offending server. If, afterwards, the offender does continue with foul serving, a player may, on his own, score a penalty point in a loud voice.

There's another side of the story: with the development of equipments and technique such as backhand flip, as a pro, if I can read your serve loud and clear, I can score in maybe 80% of the time. That would introduce a new unfair if we enforce the "old rule" strictly.
