I don't know what NEO actually stands for but I know its factory tuned. I don't know if it a whole new sponge they developed or if it's the old sponge that they have factory boosted...

The DHS marketing blurb says
"The new NEO Hurricane Rubbers have been produced for, and tested by, the Chinese National team to counteract the Speed Glue ban. The new NEO sponge has been developed to give the traditional sticky DHS rubbers the extra rebound but without losing the much loved spin and control. The advantage to new NEO Hurricane 3 is matched with the powerful NEO Sponge and now features stronger spin and added speed for fast topspin players. Comes in an air tight pack for ultimate freshness!"

It is still mostly recommended that you boost these rubbers, a couple of layers of Seamoon is the favourite way I believe.

I see some people say it’s just pre-glue so you don’t have to glue the rubber, some say it’s a factory tuned booster to the rubber that lasts up like 2-3 weeks, should I still add booster or wait until the factory tune wears off?
Actually, I'm not sure anymore since in the past H3 Neos smelled very yucky (and were faster) but recently not so much. So DHS might have just pulled a productivity maneuver on us and skipped the boost part (or boosts less), but still ads the glue layer. Some other Chinese companies do this too, Double Fish, Yinhe, Dianchi but they boost those rubbers still...
Fundamentally H3sponges should still be No19 for orange and No22 for blue be it Neo or "normal".

I would say you should add booster on top of the glue layer until the rubber curls into an U shape. I also think on the cheap regular el-cheapo Seamoon works the best with H3. I guess the best buy option is H3N provincial and boost with regular Seamoon.

You might want to read here:
Even though the infos are a few years old, they come from a DHS representative during a Q & A. According to him, the layer is indeed factory tuned (see second part (DHS equipment questions), Q. No. 6). Still, if I were you, I would take it with a grain a salt...

Here (http://mytabletennis.net/forum/neo-national-hurricane-3tuned-by-factory_topic73592.html), the user "schen" argues sort of against this info. There are more infos regarding the Neo rubbers in this thread...

I’ve heard that NEO rubbers are not factory tuned and that it is just changed for the modern boosters. Old H3 without neo was designed for speed glue, while H3N was made for current modern day boosters

My biggest gripe is that I bought H3N BS 40 national from prott around 2020 early covid time that I just glued on my blade and it was fast as hell. (after coming off of H3N OS39 orange) Was that rubber unreasonably fast? No, but I hit meter long drives for a few minutes, hours until my muscle memory got adjusted. So something was for sure up there.

Then last year I bought provincial 40deg BS and I glued it up and it felt slow as heck. Before I played with Mantra Pro XH which is fast and Loki Arthur China which is not a speed demon so I can adjust pretty fast. But that provincial H3N was dead. Now I boosted it up that same H3 with a 3 thin layers of Seamoon and it reminds me of the first national H3 40BS.

I get this is not lab testing just from distant memory but still something is up.
Does it depend on your supplier? -Could be.
Does it depend on DHS as they boost national more? -Could be.
Did I get fake H3N national from prott? -Could be, but it was mighty good lol.
Does DHS consistency suck? -Could be. Or it's on purpose.

Hurricane IIII Neo is a bastard product using legitimate topsheet and bastard sponge. This sandwich combination has never been approved by ITTF.

ITTF Memorandum to manufacturers states as folllows:

5.2.4 Marketing or distributing sponges of different materials in combination with the same topsheet is not permitted and shall be a subject to penalty sanctions.

Coming from China. The neo version is a kind of "booster",which means the factory apply something to the sponge before sold it. (like the TENSOR )So it could be use like ESN rubber, and donot need speed glue for a while.
Usually this kind of rubber need be packed in vacuum, but this one is an exception.
