so i dont reglue all of it? and dont i need to let it dry for 30 min and add a 2nd layer

I was talking about NOT "just applying glue near the area thats coming off the bat".
YOU need to remove the rubber completely and apply 2 layers of glue(safe amount, single layer is less), same as gluing a new sheet of rubber.i would recommend that you remove any previous glue residue on the sponge completely. With regards to using a fan or not , others have explained it well.
