If something costs $1M, WTT is too broke to implement it. The cost would probably be less than $100k, but let's say $1M to be safe. Marginal cost for expanding the system to cover more tables and tournaments should be minimal. The cameras and mounts should cost next to nothing, maybe a couple hundred dollars, and the computer to run it would be a few thousand at best. So maybe another $1M to cover all WTT tournaments with spares, and a few hundred dollars to ship them between tournaments.
$2M max to cover all WTT tournaments from elimination stage onward. That's all it would take. After that they can sell the system to clubs and persons around the world as "ITTF/WTT-approved eagle eye system", and it'd be a profit generator. If the club has good internet connection, it can also be sold as a service, with only the purchase of the cameras/mounts required for a few hundred dollars, and they can transmit the data to ITTF/WTT servers (most likely 3rd party contractors) for something like $20 an hour if they just want it for a few important matches per season.
