I also wonder why there is no chinese player who smashes the ball right of the bounce, they are all leting the ball jump too high, and that's why they can't kill it
smashing the ball on the rise of the bounce is very risky due to - very narrow margin of timing specially when the ball has a "kick" of the bounce.. safer- we usually wait for the ball to come with lesser spin(due to the delay) and patiently smash it down again and again on the table with diffrent blade angles.

Yes that is one option in attacking to break the timing of the opponent.. its a case to case basis..like on a rally far of the table and the ball coming in with a kick..better wait before you smash. Ball coming in weak with less kick..- option to counter spin on the rise(safer) or smash the quickly to disrupt the timing. Or simply drop shot the ball since the opponent is far from the table..
in chinese style- rule of thumb is always make the basic skill SOLID and always choose a safer way to attack the ball.
