" so it got to do with how I lead up to this serve"
Tony's so correct about this. The ghost serve or attempts have so much spin that if the opponent picks it up early he can cause much problem to the server. But say you serve 3 pendulum serves to the body then the next one is a ghost serve...

I agree with that, but I believe that the problem is even more fundamental.
There just aren't many European female male players.
In the UK, there are about 20 females that play seriously (6-8hrs weekly practice).
So many times I see posters say that they are a 2 winged looper or full attacker and so on. Let's create a scale of 1-10 of player styles and say where you fall.

Also think of the paying spectators. Does the ITTF (or is the ETTU?) think that many would travel, then pay to watch that may be over in 20minutes with just one rubber played.
As a lad in the sixties, we played to 5 during lunch breaks and 11 after school. When we got onto our school team, We played to 15 or 21. All because we only ever had 1 table.
But I never thought of playing to 16. Also the WCPP plays to 15. NL may be onto something here.
edit: hmm, I wonder if...
ITTF does not want anything that speeds up rallies. Their aim is to slow the pace and reduce the spin element of the game. Thus they ban rubber 'enhancements' and introduce a bigger ball.
To their way of thinking, this will cause longer rallies which leads to more spectators and bigger TV...
Sorry but you are confirming what I thought. Too many free points from having different rubbers on the bat. I disagree that there wouldn't be any defensive players.
So what if CNT players would have to change rubbers. Do you really think that it would make a difference to their results?
