I find the "socialistic" notion, which is proposed by some here, that the (german) state or local municipalities would pay for the expenses of the clubs, nullify the fees for the rent of sports gyms (which are mostly owned by the municipalities and in the light of increasing prices for electricity and heating!) or generally support them graciously/continiously from a financial point of view rather bizarre and far from reality.
It was already established that neither the german state or the tax payer pay for the salaries of professional athletes, be it tt players, volleyball players or whoever.

The sad reality for most clubs in terms of their financial situation and the "relationship" with the local municipalities is this:
...They decide on the benefits a club might receive in form of not paying fees for training hall etc. But there is no government funding and with increasing financial gaps in all communities, the fees become a necessity to run other services (e.g. Kindergarten, Schools etc.), which are also community financed and not run by the government.
If you don't have to pay fees for the sports gym, well, that would require some very special relationship to the relevant people within the municipality (the chances however are probably as good as winning the lottery), and while it is ("theoreticly") possible for clubs to get some funding for special projects, there are simply not enough financial resources to make all clubs happy....
You need to renovate your club house, buy new tables and other equipment? OK, ask your local municipality what funding is possible and apply for it. Even if you get a positive decision, it will only cover a (more or less small) fraction of the estimated costs. There are thousands and thousands of clubs all over Germany (there are about 600.000 various clubs in total in Germany) that need funding or otherwise financial support. And if you are lucky enough to get a positive decision regarding a funding application, it will mean that other clubs stand there empty handed, which is why this is also true:
...and even if you would know from one club, where there is a bit of public money support, you can not be sure that this is true for the rest of the clubs.
Clubs (sport clubs and all others) have to follow specific laws and guidelines, including in regard to (possible) funding. Some excerpts (google translated) from here (https://deutsches-ehrenamt.de/vereinswissen/foerdertipps/):
