He is just throwing the ball straight onto the racket to generate the topspin. he moves his bat foreward to make it look like backspin. but he does it very quickly.

This is why why they made the rule to throw it up atleast 16 centimeters and throw it up almost vertical.

The ball has to be tossed in an almost vertical line from the stretched out palm in a height of about 15-30 cm.
At least I think that's how the german rules handle it.
