Usually, there is a nation-wide rating system (see https://en.wikipedia.org/wiki/Sports_rating_system) for table tennis players. The national federation maintains it, you can get a rating at a tournament sanctioned by the federation, then your rating will adjust depending on how you play in "official" tournaments. Rules of initial rating assignemnt vary.

People can roughly estimate they rating because sometimes they know ratings of the people they regularly play with. Some seasoned guys that went through a lot of tourneys usually can estimate rating just by watching the person playing. The reason is that they have seen zillions of players in each rating range and know how they look like. Some local clubs also maintain their local ratings for a variety of reasons, like splitting on divisions, they are usuallay uncomparable to the nation-wide ones.

Ratings have their abnormalities though. They accurate only when a person plays regularly, which is often not the case. Notable examples include kids (often of asian origin :) ) that improve very fast and are often underrated. Weird playing styles also bring confusion. However, usually there is common wisdom in TT community how a player of a certain rating plays like. At least it is like that in US.
