Would Rozena be a better rubber on a Viscaria or Korbel. Also is this rubber for developping players or can hugh level players also use it.

What is a high lvl player? World rank 100 or higher, over 2400?
Rozena is designed for developing players but its quite fast and for a beginner its to much. If the player is comfortable with the top spin and counter i would recommend to change to rozena.
You can play it until a high lvl, it has good spin, speed and arc. Top sheet is grippy i never had issues with not doing want i want it to do. Very good rubber in my opinion.

Soft Rozena works pretty darn good with Korbel, I was really surprised. It is very soft, but it gives you good feeling on what are you doing with a ball which is a very good thing for beginners
