2.4. Draws
a. Main Draw
The draw for the seeded players and qualifiers will be conducted, as following:
...
• In case up to 2 seeded players (main draw of 32) cancel participation after the draw is done, they will be replaced by the highest ranked player(s) who qualify to the main draw, according to the WR of the dateof the entry deadline.
...
• The seeded players will not receive bye(s) in the first round, when it is possible to complete the main draw with lucky losers coming from the first stage. Lucky losers are always drawn against the highest seeded players.
•If a pair withdraws or cancels participation in the doubles event after the cancellation deadline, it will be not replaced by any other one and a bye will be placed in the draw.

WR as of entry deadline for the 16 potential lucky losers:
Kim Hayeong 97
Maki Shiomi 76
Lin Ye 47
Ng Wing Nam 57
Chen Szu-Yu 24
Ji Eunchae 738
Han Ying 50
Miyu Kato 20
Honoka Hashimoto 23
Xiao Maria 66
Miyu Nagasaki 39
Hana Matelova 55
Li Jie 32
Yang Haeun 95
Gasnier Laura 80
Zeng Jian 64

Kato and Hashimoto probably turned it down? As the lucky loser, Chen Szu-Yu gets drawn against CM, the highest seeded player, per the rule. XX/LSW doesn't get replaced per the rule as well.

Sorry....
....Kato and Hashimoto probably turned it down?..

Probably ?

Honestly, it’s hard to imagine that they refused .... Was it offered to them?
I agree. Hard to believe they would turn it down. You get a free shot at CM, and even in a probable loss, the learning experience is worth it alone at a Platinum Tour event.

Because the 1st bullet doesn't really answer the question. According to the rules for the Challenge Series, lucky losers are drawn from "the players eliminated in the last round of the qualification." However, this is not mentioned in the rules for World Tour.

c. Qualifiers & Lucky Losers:
• The highest finishers in each group who have not qualified for the main draw (in case of group qualification) and players eliminated in the last round of the qualification (in case of knock-out system) may be drawn into the competition as “Lucky Losers”, to fill any empty spots in the first round of the main event. The final decision to be taken by the ITTF Competition Manager.

P.S. The paragraph above is in the rules for World Tour 2018, but it's gone missing in 2019.

It should be because LSW pull out after the doubles main event draw but before the single main event draw.

The doubles preliminary matches finished in the morning and the doubles main event draw was held right after. LSW was not pull out yet at that time.

very odd, I don't think I saw this before
Before the seeding and draw, one can reshuffle due to withdrawal.
But after it and after tournament starts, it should be WO, not resuffle.
I would assume Chen only got through because she lost 4-3, and maybe her point scores was more than the other 4-3 losers

i've ask a blue badge umpire that I know (due to become deputy referee at Tokyo), so far no reply

Lucky loser, random draw.
