7 again....the 2 final spots are determined by the coaches.
That makes it look like they're only allowed to bring 5 this time around. I think this site is largely written by someone who learned English as a second language so everything doesn't always come across clearly.

In singles, an Association may enter 5 men and 5 women, with 1 additional player in the appropriate event for each player in the first 20 places in the No.1 issue of
the ITTF World Ranking list in 2013 up to a limit of 2 additional men and 2
additional women in singles, and a total of 3 men and 3 women pairs in the doubles
and 3 pairs in the mixed doubles. All players may be different.
Nevermind. I just read the ITTF rules:
So China can enter 7 players, Japan can enter 6 players, and Austria can only enter 5 players.
