The NED is perhaps the most notorious American NGO that's created by the US congress and designed to conduct overt operations under the guise of a NGO whereas beforehand they would've been conducted covertly by the CIA. Of course, the NED denies that. Here's a good article on ProPublica with both sides stating their case:

You can see in the first section: "Upon its founding, the NED assumed some former activities of the CIA. Political groups, activists, academics, and some governments have said the NED has been an instrument of United States foreign policy helping to foster regime change.[9][10][11][12][13][14][15]"
In fact if you read deeper it would be obvious. But there are some ppl on this forum which refuse to read wikipedia and instead parrot conspiracy theories again and again.
