So the Chinese people chose the policy of year long Covid lockdowns with daily testing?

In the US, you change policies by changing the party in power. Yes, the policies are very different depending on who is in power. Hope the folks in China like leader for life Xi Jinping.
Read the sentences correctly. They couldn't chance the party but they could change the policy.
